From the modify tab choose SCALE and select all the objects that you want to scale followed by Enter.

Select a base point (bottom left corner of PDF).

Type r Enter.

Click on two (reference) points on the PDF or drawing, the ends of the scale bar would be perfect.

Type the true, full size, length between these two points.

If the drawing won't rescale try deleting the parametric constraints.
